IRS Announces Leadership Restructuring, IR-2023-237

The IRS Commissioner, Danny Werfel, has announced plans for new leadership structure to align with transformation goals. The updated chart, the first in two decades, includes a single deputy Commissioner and four new chief positions overseeing taxpayer service, tax compliance, information technology, and operations. Changes, set for early 2024, aim to streamline operations and align with the Inflation Reduction Act funding.

The IRS‘s new organizational structure is the result of years of effort, stemming from the Taxpayer First Act Report to Congress in January 2021 and outlined in the new IRS Strategic Operating Plan released in April. Commissioner Werfel emphasized the logical progression of this change, considering the history and the rapid pace of Inflation Reduction Act initiatives. Further, the Service will collaborate with Congress, NTEU, and others as plans for new changes progress.

Doug O’Donnell, currently the deputy commissioner for Services and Enforcement, will assume the role of IRS deputy commissioner. Reporting to O’Donnell will be four new chief positions and IRS Online Services. These leaders, working closely with Commissioner Werfel, include:

  • Chief, Taxpayer Service: Ken Corbin (current IRS Wage and Investment Commissioner) leading this group;
  • Chief Taxpayer Compliance Officer: Heather Maloy (currently the IRS Chief of Staff);
  • Chief Information Officer: Rajiv Uppal (joining the IRS in 2024, currently serving as the Director of the Office of Information Technology and Chief Information Officer for the Centers for Medicare and Medicaid Services (CMS), part of the U.S. Department of Health and Human Services (HHS)); and
  • Chief Operating Officer: Melanie Krause (currently Chief Data & Analytics Officer).
